The Emperor, who Fabletown for quite sometime thought to be the mastermind behind the conquering of the Homelands, is simply a figurehed, but a powerful one. He's really another one of Geppetto's puppets, but he is much larger than any of his brothers or sisters.
The Emperor's head was cut off by Boy Blue, and then it was burned along with the other parts of his body[1].
